O365 Admin View Users Recycle Bin and Recover Files

From the O365 admin centre select a user.

Select the OneDrive tab and click ‘Create link to files’.

Open the link and replace onedrive.aspx with recyclebin.apsx in the URL

Example /_layouts/15/onedrive.aspx   ->   /_layouts/15/recyclebin.aspx

This will open the users recycle bin.
